Carried out as part of the Re-Inventing Japan Project, the Program promotes academic exchange between the School of Science and Department of Civil Engineering, School of Engineering, the University of Tokyo, on the one hand, and Lomonosov Moscow State University and Saint Petersburg State University, on the other, with the aim of developing human resources who will play a major role in research exchange between Japan and Russia in the future.
The Re-Inventing Japan Project was introduced by the Ministry of Education, Culture, Sports, Science and Technology in FY2011 with the objective of securing the quality of higher education through helping Japanese students to study abroad and supporting international education cooperation with universities in Asia, the US, Europe, etc. which strategically accept foreign students. The project aims to cultivate human resources capable of playing an active role in the international arena and strengthen the education and global competitiveness of Japanese universities.
The major characteristic of the Program implemented by the University of Tokyo lies in the fact that students applying for the Program make direct contact with professors and associate professors of the university that will accept them, and together they make a study plan for joint research and laboratory practice.
This eliminates the risk of a mismatch and enables the students to conduct academic research in line with their interests at the hosting universities.
As the length of stay is around one to three months, participating students will, while studying and conducting research, be able to experience many aspects of a culture different from their own, making their stay even more fruitful and educational.
The Program covers the cost of round-trip air travel and accommodation for participating students.
Visa application fees and local living expenses are to be borne by the students.

As with the Japan-bound program, students of Lomonosov Moscow State University and Saint Petersburg State University make direct contact with professors or associate professors of the University of Tokyo, and together they make a study plan for academic research activities. On this basis, students file an application with the consent of the professors or associate professors of the University of Tokyo who will accept them.
Once accepted, the students are allowed to engage in academic research activities at the respective hosting research groups. The length of stay in Japan will be one to three months.
